No,Father just bless, blessings comes with instructions. Issac wanted to bless his son and he told him to do something before he can bless him.

In other words do something which can provoke the grace in the blessings so I can bless you. Do you want a blessing from your father? Then do something which will make the spirit of the Father be lifted.

This is one of the secret which our generation is lacking. They think once the person says you're blessed you're. No there must be something which will demand the full force of the anointing to come.
